Subsidized Affordable Housing Inventory

Measurement Period: 2022

Rate of subsidized affordable housing properties per 1,000 population in Washoe County.  Subsidized units must have project-based rental assistance, deed restrictions, or other agreements restricting income levels of occupants or rent levels (federal housing choice vouchers are not included).

Total subsidized housing units available at the year-end plus additional households assisted are reported in the Nevada Housing Division’s (NHD), Annual Housing Progress Report (AHPR) using information compiled from jurisdiction reports.

Low income housing includes all types of tax credit properties, private or non-profit properties with project based HUD rental assistance, public housing, USDA Rural Development multi-family housing, properties owned by regional housing authorities, and some properties built or assisted with  the Home Investment Partnership Program (HOME), Nevada Account for Affordable Housing Trust Funds, National Housing Trust Funds, or Neighborhood Stabilization Program funding, as well as a small number of properties with other miscellaneous funding. 

Additional households assisted include housing activities such as tenant-based rental assistance provided through jurisdictions, as well as down-payment assistance for single family owners.

Why is this important?

Although only a limited portion of the low income population receives housing assistance (not everyone in need is eligible, qualifies or actually applies for subsidized housing), the subsidized housing inventory does provide a snapshot of available qualified development projects reported by the jurisdiction as completed by year end.  Since affordable new projects may take years to complete, there may be a lag time before the subsidized housing inventory is actually available to qualifying households.

According to the Nevada Housing Division’s (NHD), Annual Housing Progress Report (AHPR), NRS 278 requires the NHD to maintain a statewide low-income housing database and AHPR using information compiled from jurisdiction reports. Clark and Washoe Counties are required to adopt a Housing Plan as a part of the jurisdiction’s Master Plan. The plan is required to inventory housing conditions, project future needs and demands, and to adopt strategies to provide for all forms of housing, including that which is affordable.
