Children in Transition (CIT) Count

Measurement Period: 2023

Number of students in Washoe County School District (WCSD) identified as homeless during the year. WCSD defines homelessness through the McKinney-Vento Act as students who lack a fixed, regular, or adequate nighttime residence during the school year.  Does not include ungraded CIT students.

Note that students may be under-identified for CIT 2020-2021 due to housing instability and COVID.

(CIT numbers for the WCSD school year will differ from the annual Point in Time (PIT) homeless count conducted in late January.)

Why is this important?

Washoe County School District’s (WCSD), Children in Transition Program (CIT) works with school advocates to identify children living in motels, shelters, doubled-up, or unaccompanied youth.  The CIT then provides opportunities for students without permanent housing to receive assistance to remove barriers to school enrollment by addressing the following issues: transportation to school, nutrition and health services, and school supplies. The CIT program also provides backpacks, school supplies, personal care items, shoes, clothing, and food. Even enrichment activities, such as field trips, sports, and musical instruments can be requested. 

CIT numbers for the WCSD school year will differ from the annual Point in Time (PIT) homeless count conducted in late January, but data are used to inform the development and funding of housing and supportive programs for those in need. The most common factors of homelessness for families in northern Nevada are domestic crises (including domestic battery), inability to find an affordable house or apartment, unemployment, sudden illness in the family, and unforeseen major expenses.  Additional factors include the lack of adequate transportation preventing individuals from living in permanent housing, non-payment for child assistance, severe mental illness, chronic substance abuse, and victims of domestic violence.
